Mana isnt a must, but it does no harm, fhr is not needed.

People don't typically use rare boots for BVB in Classic. Goblin toes (or even Hsarus) would be the main choice.

But for rare boots, you would want boots like this:

War Boots
100+ defense
Faster R/W
9 Dexterity
40% Cold resistance
Half Freeze Duration

Figures. Makes sense. Especially halving freeze duration. Being frozen is so annoying.
