The office raided today by the FBI was the location of a fraud ring that had been enrolling actual disabled people and charging the programs for round-the-clock care without providing any services. They had listed one 39 year old white man from east st paul who had severe cardiomegaly and charged for 12 hour 1-on-1 care at $462/day just for his case- but he lived on his own without any visits from them. He was found long dead in his apartment, neglected even as St Paul police questioned the 'employees' who said they had been providing care to him that same day, when he was already dead. That company was run by Othman Mohamed and the 'employee' was Abdul Ibrahim
Those charged today included two from Philadelphia who came to Minnesota as alleged
fraud tourists who wanted to take advantage of the easy fraud here, despite having no family or associates here- their only connection was their exploitation of the HSS program. Others included autism care fraud by Abdinajib Hassan Yusuf, paying kickbacks to Somali parents who agreed to fraudulently declare their children autistic and enroll on paper only for benefits. Asha Farhan Hassan was indicted in the still unraveling Feeding Our Future fraud, and Hassan Ahmed Hussein and Ahmed Abdirashid Mohamed also ran fraudulent HSS programs, and Kaamil Omar Sallah did so while converting his funds to cryptocurrency to send overseas.
Most of the programs were set up by Democratic lawmakers in Minnesota to pay private individuals for care 'within their communities' without requiring licensing or oversight. The Integrated Community Supports program claims its purpose is to have one-on-one household assistance and caretaking by providers in a community who can then turn around and bill the federal government for their time, instead of having care given in group homes or assisted living. It had no real enforcement or auditing, and just 'trusted' people to submit accurate reports and provide a level of care. The other programs like HSS and EDIBI follow the same template, and they've seen payouts raised by 40x in just the past 4 years.
