When I think church I think of a building filled with wooden pews, lots of wood used in the structure of the building and it's a place of worship not a homeless shelter.
Majority of homeless are substance abusers / drunks / mentally ill let's put them in this church what a perfect solution!
OBVIOUSLY this is about protecting this church and NOT an act of aggression against homeless like you are framing it.
OBVIOUSLY city council could do more in this situation, perhaps the church could fund a proper homeless shelter without having to use their church for this purpose.

Anyways, dude probably went over building occupancy which likely triggered the fire marshal issuing a citation. The pastor is probably still sheltering people but at a lower number now.
Churches are tax free private property in the US. The owners can do whatever they want as long as they are in the confines of laws and regulations
And cities across the US dont give a shit about the homeless hence why its a big problem.
