After an initial missile strike disabled a boat and killed most of the 11 people on board, two men were reportedly seen alive and clinging to the wreckage. A second, follow-up ("double-tap") strike was then carried out, which killed the survivors and sank the vessel.
"Kill Them All" Order: Reports from sources familiar with the operation suggest that Defense Secretary Pete Hegseth gave a directive before the operation to "kill everybody" on the target boats, an order which a Special Operations commander followed with the second strike.

trump has broad support from Americans for attacking suspected drug boats from Venezuela. he does not have support from Americans for unilaterally attacking Venezuela itself without authorization from congress. i cannot find polling on how Americans feel if congress authorized an attack on Venezuela.

So trump may be bluffing an attack on Venezuela for now. and trump has a long history of making severe3 threats and then backing off.
