It’s neither one nor the other.
EFRW is a fixed value.
1% EFRW = 0.06 yd/s

As we have a base walk speed of 6 yd/s (and run speed of 9 yd/s) we can notice that 100% EFRW doubles our walk speed, but it would require 150% EFRW to double our run speed.

It’s the sum of all skills EFRW, minus mouvement penalties from medium/heavy armor & shield, minus slows, then you can add the converted value of FRW from items to this total EFRW, no matter the order.

Vigor min(7 + [43 * [ (110*slvl) / (slvl+6) ] / 100] , 50) +50
Blaze (D2R only) [2*slvl] +120

Body armor speed penalty [0/-5/-10] -10

Go over that list in any order and you get your final speed.

Charge is not affected by FRW, but is using this formula:
(Base run speed * 100+max(Speed, -50) /100) + (Base run speed * 1.5). So it has a base value of 22.5 yd/s, which is the equivalent of +225 EFRW.
To put things in perspective, you would only get +149 EFRW if you could get 22,350% FRW from items.

No it’s the complete opposite of what chatGPT said.

There is no diminishing return to skill EFRW.
Only diminishing returns from FRW (from gear).
And they are independent from each other.

Let’s say you have 37% EFRW from Increase Speed.
37 * 0.06 = 2.22 yd/s bonus speed

Let’s say you have 105% FRW from gear.
(150 * 105) / (150 + 105) = 61
61 * 0.06 = 3.66 yd/s bonus speed

If you have only the bonus from Increase speed you get to
9 + 2.22 = 11.22 yd/s run speed

If you have only the bonus from gear you get to
9 + 3.66 = 12.66 yd/s run speed

If you have both at the same time, none of these 2 bonuses are diminished. You get to
9 + 2.22 + 3.66 = 14.88 yd/s

What is bad is getting too much FRW from gear. The higher you have, the less effective the next few % bonus will be. But skill bonus is always 100% effective, and it’s not negatively affecting your bonus from gear.

Now… the question is: is moving faster on a WW barb really good?
The answer is far from simple.
If I had to resume it in a single word I would say… no.

I may come back later with more explanation of “why”, but I don’t have time right now.
