This is a wild misrepresentation of laws in Singapore and not remotely true. There is a vast difference between laws that they purposefully and formally never enforce and do not exist except on paper for technical reasons, and public nuisance laws they do enforce because of their authoritarian dedication to an orderly society. Singapore has a gay scene and no durians on public transport and they don't even list the $ fine for the latter.
