I have no doubts that they have tried, but was probably forced to give up because it wasn't very cost-efficient. I imagine that the CIA would require a lot of biological weapon/chemical agent to successfully paralyze a city. But what about poisoning a single target? Surely that should be easier, right? So how do they do it?
