Judge John J McConnell ordered the Trump administration to pay 100% of SNAP benefits for November, using money that doesn't exist.
He apparently gave no indication of how the fuck he plans to pay for his judgment, and I guess SNAP beneficiaries are supposed to line up at his door like trick or treaters
The emergency fund only provides for ~65% of SNAP benefits for November and will leave nothing in reserve for December or beyond, hence the feds declaring they'd pay 65% of benefits using this fund.

as far as I can tell looking at reports of his orders, there's just no explanation of where the money is supposed to come from. The government is just ordered to rub a quarter against a dollar and see if washington and tubman can breed

What separation of government violation are you speaking of? SNAP benefits are funded by the government through USDA.

No, they aren't funded, and that's the issue. A judge cannot just declare a program to be funded, congress must pass an appropriation bill to fund it.

The power to appropriate funds is exclusively a power of congress. They authorized SNAP benefits up through October, and those funds are gone. They authorized an emergency fund, which only covered 65% of a single month's benefits.
There is no congressional appropriation to fund SNAP through any other funds.
