Are they only good for creating items with essences given the blunted EXP rates for completing it even quicker? Thought it would be nice to be able to level it up a little faster on higher tier items but I'm significantly less experience now.

Yeah the benefit of faster muting is to make lots of essence quick. Its nice for higher levels cause normally a 35/40 takes me 4-5 mins to breakdown but on this event its like 2-2.5

Yes and No
The higher you get, the faster you are able to "produce" essences on lower levels.
If you are going for the highest possible item, it takes you more or less the same time as on the levels before.

For example:

You are Rank 21, which gives you the possibility to mute LvL 20 magical Items - it'll take you XY minutes
You are Rank 31, which gives you the possibility to mute LvL 30 magical Items - it'll also take you XY minutes

If you are Rank 31 and want to mute LvL 20 magical items, it'll take you a lot less than it used to be on LvL 21

Do you get skill exp based on the item you transmute or based on the result? I've seen that sometimes I get more exp after have transmuted magical item than transmuting a legendary item

Faster muting event reduces the skill XP you get due to it going faster.

I believe you get more proficiency from the more time it takes to complete the mute (This is why you get less proficiency for the same lvl and rarity of mute during a faster transmuting event), the experience on the other hand I'm not too sure cuz I get a lot of mixed results on that end.

This is just my personal experience I don't actually know. (Currently lvl 33)
