That sentence doesn’t make sense because it’s trying to say two different things at once. It says, “They didn’t use it,” and then it says, “but if they did, it was only a little.” That’s like saying, “It didn’t rain today, but if it did, it was just a tiny bit.” You can’t state something didn’t happen and then also say maybe it did — those two ideas don’t fit together. If you really want to be clear, you have to pick one: Either they didn’t use the Hannibal Directive, Or they did, but maybe not fully. You can’t use both in the same sentence as proof of each other. Well, YOU can, and YOU do, but this does not win debates.
