looking for p/c on a softcore ladder jewel,

+ 17% enhanced damage
- 15% requirements
I believe 20% ed/-15 req is perfect so want to know if this has value as non-perf.
maybe 5 fg as a temp jewel.
20/-15% is perf, but can also spawn as a rare jewel with 2x more mods. so its pretty minimal value.
