I wonder if this would actually do more harm than good for the community.
Reason I say that is because it is possible for someone who is tagged as a "scammer" to pay back their scams and have their locked gold/scammer tag removed. In other words, they can reform.

I believe we should encourage people to reform and become positive/productive members of the community in the end. Making a list of these people might actively work against that if they feel they are essentially being publicly crucified by D2JSP staff for their past actions. It could even push them to become worse or enable them to seek retribution against the website and its members. Not to mention, a list of that nature would have to be constantly monitored by staff to add/remove people as needed in order to stay "live" with the information at all times.
Personally, I think the locked gold and scammer tag system is sufficient enough as-is. And if someone had scammed in the past, then had their scammer status removed after they reformed, they should have the benefit of the doubt and be given the chance to earn the community's respect back. On the other hand, if a person does get tagged as a scammer, and never reforms, their account will bear that tag indefinitely. Which is reason enough for people to stay away and not interact with them.
