I think a lot of people would call this dumb and unreasonable to ask for but IMO i think it's appropriate. The military is a highly hierarchical org and anyone that has been part of such orgs understands that the juniors emulate the seniors. I have a manager at my job that constantly works from home, leaves at lunch, etc. it didn't take long for his reports to adopt the same laxness, and it becomes next to impossible to tell someone they can't leave at lunch when the boss does it 3/5 days. I don't think his speech should be taken as in 60 year old generals need to go start pumping and deadlifting 500lbs but some basic expectancy of fitness should be the baseline. Culture starts at the top and works down. I think the military more so than any other single profession maybe outside firemen should strive for stuff like this.
I see footage of Chinese troops marching vs lets say some western countries and it's night and day. It's the little things, the ability to march in step, to have your uniform perfect, this stuff is an indirect image of readiness.
