Calling it experimental really downplays the scientific research behind the vaccines. And to be honest the opinion of people that aren't educated and dont want to be educated on this subject matter isn't important when it comes to setting and enforcing policies for the greater good. Scientists should do a better job of informing the public but there will always be some anti intellectual conspiracist yahoos that cry that the sky is falling and the water is turning the frogs gay.
The pharmaceutical companies who developed the vaccines would not release it until laws were passed excluding them from liability in the case of any negative side effects.
The people who created it thought there was a non-zero chance of it harming people. Acting like it was safe and everybody should have known that is silly, on account of literally nobody in the world knew that with certainty. Taking a drug that the manufacturer is not confident enough in to accept the usual liability they have for drugs they produce should never be mandatory. This is another thing that seems obvious to me.
