Meaning that they're rational to dislike him/hate him. It's like someone saying bla bla bla bla and then adding NOT at the end.
Same thing with "I like to push people in the pool all summer long... is something I would say if I were evil". It doesn't even include the possibility of actually doing it. Most statements have hypothetical clauses in them or Conditionals. IF is a Very important word. It's not the only one... the conditional verb tense also replaces "if". It's important to listen, but also to avoid getting tangled in your emotions. You can like something and realize it was hurting you later. A Lot of expressions and Songs are like that.. they sound great, but the moment you understand them; your opinion changes completely.
