We really don't know what the offense is going to look like with both of them active now. I'm not sure Rice will be a clear alpha #1. I certainly wouldn't rank Kelce ahead of Worthy either. Royals is unproven, and Brown may still be a factor but clearly behind Worthy once he's healthy IMO.

Rice is, without a doubt, the clear #1 target in this offense and that isn't debatable so I don't know why you're even trying to argue this, he's not even ahead of Kelce who had literally 35 more targets than worthy last regular season.
I'll state again so its clear, and this is inarguable, Worthy is at best the #3 target in this offense, and its a tossup between him and Hollywood for that spot, when everyone is healthy.
