As long as theres a good spread of players in the skill range available, then they'll keep finding games where on average they're in the middle of the pack
But as the person at the top of the available players gets higher and higher MMR, and the game is trying to balance sum MMR on both sides, but the same pool of other players is available... it just gives him worse allies against the same quality of opponents. It keeps skewing the game more and more. Say a team is distributed as;
9000 / 4000 / 4000 / 4000 / 3000
vs
6000 / 5000 / 5000 / 4000 / 4000
Both teams have average 4800. But the 9000 MMR player has allies with average 3750, opponents with average 4800

When your rating keeps inflating, you have an obvious incentive to reset your account or tank your rating by losing mass games. Tanking actively harms other players in the game by ruining the experience for them over hundreds of games, smurfing in a system with ELO set properly should get you right back to your tier in just a handful of games, very little harm.
The real issue is that these systems aren't set up for sane maximum brackets, and it reflects poor theories of progressive taxation and redistribution of resources
In a sane matchmaker, you'd just create a maximum cap on how much MMR someone has for matchmaking purposes, not taxing them above that.
In a sane economy, you can't just put 90% taxrates on billionaires and expect them to pay housing for drug addicts on the streets on san francisco
In both cases, what do the creme de le creme do? Leave, and bring their talent to another venue

the national debt is supposed to be a collective responsibility and it is a number i care about (in a canadian context) and it's primary levers are taxes and spending afaik. the direction of the big beautiful combined with the tarrifs is to have average joes pay more for every day living, while getting less in government services, while cutting taxes to the wealthiest folks in america - the last people who need more money if we're serious about tackling national debt.
