Has Zeal changed in any way over the past few years?

Well short answer is ”no”.

And long answer is ”use Phoenix shield now”.

e: depents on rule sets which you can find in ”tournamet / duel” topic Zeal Palas has not been changed over a years. If Phoenix is allowed use it, Grief is banned anyway because melee duelers have some daddy issues and want spend thousands of dollars to some random rare weapon which is worse than worst Grief you can roll. Check dark-soul’s guide from stickies to get basics ( personally i like ”duel” part most ).
