i cleared some bushes out next to house and want to cement that area. dont want anything to grow there. there is a pipe going into ground with a wire on it. i assume its a ground. can i cover with cement if i leave wire hokked to it?

You assume it's a ground rod? If the cable is rated for the cement go nuts but you need to dye the cement red to identify there cables there, but your code might be different where you live, I'm in canada
