Why does every bill that fundamentally sounds good when pitched have a shit ton of unnecessary filth pork barreled into it? No wonder they can’t pass anything the people writing this shit up stuff it full of a bunch of dumb stuff.
This has been written about extensively as a critique to parliamentary democracy, among the greatest of critics being Adolf Hitler.
The reason is simple to understand - it's essentially a bribe to get them to vote for the bill. Each parliamentary representative seeks re-election from their constituents, which means delivering something to those constituents. Which inevitably results in a ton of pork for every single district, which adds up fast - because if one district gets a bag of goodies, *every* district wants a bag of goodies or else they won't vote for the bill (if they did, they would be voted out). The interests of the nation on the whole are sidelined in favour of the interests of every individual district. That is simply a logical consequence of parliamentary democracy. With no mechanism to regulate this, the nation spirals into collapse.
And of course the mechanism to regulate this, as has been employed to stabilize societies for many centuries, is a monarchy. Monarchism differs from Despotism in that monarchs are bound by customs or law, while despots are not. At a certain point, when customs and law are degraded, the only way to save a nation is to have an enlightened despot.
