A person that works, can tear down society much more than someone that is homeless, through his or her personality. Hitler had a job. But even a mayor or middle ground leader, can be a complete psycho and destroy other people from within, causing more unemployment, also indirectly, i.e. not making people feel like the WANT to show up to work. Just causing a real havoc and a mess. This is very simple psychology.
If he or she is a psychopath, they cause much more victims and depression in hundreds of people, than a homeless person or someone that simply lives a peaceful life, being positive and bringing stability and happiness to people's lives.
This is about psychology. You can always read a book on the matter if you feel like it. But what are truly your thoughts on the matter? Is life really just about that? About working, even if it turns you to a really bad person, that puts others down at every turn, as long as you keep your job, then it's justified
A lot of variables you put in there for someone who is working.
Homeless/non working are a strain on society without any of those variables.
Hope this helps.
