Yup. 'Diablo has invaded Sanctuary'. Then go to one of those areas.

I might mf until I see 'Terror is about to be unleashed upon Sanctuary'. Then I'll go to town til the previous I see invaded message.

1) Make sure you are in a Hell game on correct server
2) Make sure you see the text "Diablo has invaded...."
3) The first super unique monster that you spawn (that has not been spawned yet) will be Diablo.

The only reason that you might not find him after going to a super unique monster is that you've already spawned him elsewhere on the way to the super unique monster.

So the guaranteed way to spawn him is to make sure you stay in town in a solo game until you see the Diablo invaded message, then head to the arcane sanctuary portal or frigid highlands if you prefer. That way you won't accidentally spawn him and not know where to look. Keep in mind just because you don't see it on your screen doesn't mean he isn't spawned. Monsters are spawned up to a few screens away from what you can see.

thanks for the hint, in that case I'll wait in the city, but strange because I joined a game where there were 3 people in act 1 and I went to act 5 to the 2nd portal to see diablo and no one was there, they had already killed eldrich earlier so diablo couldn't have appeared there that's how I explain it to myself

Yep, if Eldrich was already killed then Diablo can't spawn there. Much harder to find Diablo in pub games since you don't know what has already been spawned/killed. You also have to risk fighting other people for it.

Safest way is to create your own game with a password, and if you have any troubles killing it yourself you can ask for help on jsp.

There's no point making games just to wait unless you know someone is going to spawn it.

There are websites and discord servers that also track this information. You can use google to find them. They will post any known planned walks, and you can make your game then.
