Anyway.
Cold Damage from Charms and items are NOT curses or "slow effect" items like Cleglaws, it is a "Cold Effect or a Chilling Effect".
Slow Effect from either;
... an item like Cleglaws (on "hit chance")
... an aura like Holy Freeze (Area)
... ... May (MAY) not stack.
Cold Damage;
... Charms & Items with cold damage like Ravenfrost ... STACK
... Affix and Suffix from cold damage charm also stack, so if you have a small charm with both Affix / Suffix of cold damage, it also stacks.
In Normal difficulty, cold damage and "slow by chilling effect of cold damage is 1 second" ... this is stacked by the amount of cold damage items worn on the character.
50% reduction in Nightmare and 75% in Hell Difficulty... remember they still stack.
100 seconds of slow effect in normal.
50 seconds of slow effect in Nightmare
25 seconds of slow effect in Hell difficulty.
Excluded are Souls, Wisps, Dolls and Cold immunes.
EDIT: example... 20x +1-2 Cold dmg small charms = 20 seconds of slow in Normal? (ecample) ... so in Nightmare, 10 seconds and in Hell 5 second duration.
#2 Edit: so, if the SC's are suffix + affix cold damage... 2-4 Cold damage each, that stacks as 2 seconds per
20 x 2.4 Cold damage SCs = 40 second (slow) in Normal / 20 second (slow) in Nightmare & 10 second (slow) in Hell Difficulty.
