Say i get a magic monarch or grand charm from Baal.
If i use 3 pgems to reroll it, does the ilvl or item degrade with each roll?
like if i roll a monarch or charm 100 times does it still keep the same ilvl?

No it doesn’t.

Rerolling magic items with 3x pgems rerolls the magic item, ilvl and all.

Hence why people reroll baal,nith,dia charms, and now of course 93 ilvl zones.

THIS is correct.

I believe the confusion is with re-rolling Yellow items like Diadem or Circlets that have ilvl99 (oh the cube recipe is NOT 3 Pgems) and the ilvl drops, or the alvl... something of that nature.

Pskulls don't change a thing other than the following:


3 Perfect Skulls + 1 Rare Item + Stone of Jordan = Add 1 Socket To a Rare Item
Rare Items can only have one socket. You cannot add sockets to items that don't normally have sockets. You can not use this on a Rare with one socket. You can only add one socket to a zero socket Rare Item.

Transmute Formula 1 Perfect Skull + 1 Rare Item + Stone of Jordan = 1 High Quality New Rare Item of the same type
This formula has the possibility of creating a higher quality Rare Item than the following formula. ilvl = int(.66 * clvl) + int(.66 * ilvl) That is, the ilvl will be equal to .66 times your clvl (rounded down) plus .66 times the input item's ilvl (also rounded down)

The recipe is 6 perfect skulls with a Rare item, so the Rare has to be 3x2 or smaller, to leave space for the skulls. Therefore no spears of any kind (including Lances), no Gothic bows, no Polearms, etc. Armor and many weapons will fit, and all smaller items such as rings, amulets, gloves, boots, belts, and helms.

One important thing to remember, you can't do this with ANY type of sword, since the other recipe, (6 gems of any kind with any sort of magical sword = a socketed long sword) takes precedence. Unknown if this will be fixed, but it would be nice.

Six perfect skulls can be hard to come by, but the potential for a great item is very strong, and with the Ilvl = 100, you can get stuff you couldn't gamble until Clvl 84, and you can't gamble exceptional items at all. However you might get a really crappy item as well, it's all the luck of the draw.

The formula is Ilvl + Clvl x .4 = new Ilvl.

Examples:

Ilvl 90 + Clvl 4 x .4 = 36 + 1 = Ilvl 37

Ilvl 37 + Clvl 4 x .4 = 9 + 1 = Ilvl 10 (which is way too low for any useful mods)


Ilvl 90 + Clvl 80 x .4 = 36 + 32 = Ilvl 68

Ilvl 68 + Clvl 80 x .4 = 27 + 32 = Ilvl 59

Ilvl 59 + Clvl 80 x .4 = 24 + 32 = Ilvl 56

The Ilvl will always drop somewhat, and stabilize at 67.5% (roughly) of your Clvl after 5 trials. So you want to use your highest level character, and you can never get +2 skills on a rare amulet with this recipe, no matter what Ilvl and Clvl are involved. The +magical level bonuses on Circlets are added at the end. These don't effect the Ilvl, just add to the max potential Alvl. So an Ilvl 67 Tiara would get the +13 and be Alvl 80, equivalent to an Ilvl 80 item in terms of potential mods.

Note: Blue item = Magical (Magic Monarch) or Grand Charm (charms are ONLY magical), thus the recipe is 3x Perfect Gems to re-roll them... doesn't matter if Perfect Skulls or mix n match.

Here is the original recipe... maybe things have changed in D2:R, I wouldn't know, but thank your for your information for all readers to follow.

3 Perfect Gems (of any type) + 1 Magic Item = 1 New Random Magic Item of the Same Type
You can use this formula to get another chance at a Magic Item of the same type. The ilvl = ilvl. This means to use 100% of the ilvl of the input item. It's important to note the difference between "the ilvl is set to a fixed number" like what happens in some recipes and "the ilvl of the output is exactly the same as the ilvl of the input" as is the case here. So if you're cubing for +skills Grand Charms, for example, you want to use Charms starting from late Nightmare, not ones that dropped in the Normal Blood Moor. You can use this formula (with an Amulet) to create a +2 Skills Amulet. And you cannot Gamble one before Character Level 84. Be warned however, that the chances of getting that on an Amulet might be very low (considering everything is available) and it might take a lot of tries. Rare Items cannot be used with this formula to create new Rare Items. You can also use this on Charms and Jewels.
