The driver was attempting the steal the package from the resident. He was caught in the act. I got permission from the resident to take it from him before I actually did and to deliver it to the lockers that he refused to do himself.

The driver was securing the package when someone else was approaching and inquiring on what they were doing. The driver is authorized to deliver the package in a specific manner. You took the package from the driver without permission from the driver or from Amazon, after the driver refused to do with it as you said.
You stole it.
Had the package gone missing and the driver lost his contract, he did the right thing making sure the package got to the destination "safely".
Had the delivery driver already know you are breaking rules at your apartments, they probably had done less to engage with you than from what you have told us.
