Terrorists purposely kill as many civilians as possible in order to instil fear in a population. Every nation at war kills civilians, if they aren’t trying to, they aren’t terrorists. This gets tricky when you’re fighting for real terrorists(Hamas) who use their own civilians as human shields.

If Israel or the United States wanted to kill civilians, they’d all be dead already. Somewhere behind the muddle of propaganda you’ve covered your eyes with, you know this.
