The War Powers Act details the temporary powers of the president to protect us from imminent attack. It's only ever been abused. Clinton abused it in 1999 in Yugoslavia. Obama abused it in 2011 in Libya. Trump has abused it twice now (both in relation to Iran). Never has it been used for its intended purpose, and weak Congresses have always demurred on enforcing their Constitutional power.
The word "imminent" seems to be doing heavy lifting in much of the discourse I see online, as it's the War Powers Act that's being invoked by people who are supportive or at least permissive of Trump's recent actions. I haven't the slightest what the truth is, but it is interesting to see how much influence Israel is having on Trump's decision making, given Bibi's continued naming of the "imminent" threat of Iran having nuclear weapons that spans decades, while Tulsi says our intelligence had no confirmation of such an imminent development.
