jus to put this out there, texas not only considers it legal to collect but it ENCOURAGES you to collect it with tax incentives.

Don't need to spend billions on pipes, filters, processing plants, suck from rivers and lakes, helps relieve run off. Just need a roof and a water tank. It should be mandatory if your house permits it.
