To be honest.... I don't think it is a black problem. I think things were actually doing pretty ok and America is less racist ( Although racism is extremely active in the Bible / Rust Belt ) than before.
The turning point came when

1. Obama was elected
2. 2008 Financial Crisis
3. Occupy Wall street and what happens after.

Between the early 80s up till the mid 2000s before the 08 financial crisis. Things doesn't look so bad.
Or maybe it is bad but because Internet / Youtube wasn't exactly up at the moment and news doesn't travel as far and wide as it should.
