If you are trying to do it directly from the Reply or Fast Reply submissions, I believe you have to be
at-least 'Customer' status or have Donor Forum access - at release, this feature was a 'perk' for users who meet one or both.
I did a brief search through all of the site-updates by Kevin and Paul since it was released and I don't see any mention of it being fully released to all of the public yet.

Could also be various other things like browser/update issue, or as you suggested issue with imgur or the upload feature itself... I was simply providing a possible solution.

I guess you're not able to understand what people are saying unless their directly say it out loud.
If you read what he said, and have seen any of the many topics within the past few days where others are describing basically the exact same issue, you could tell he is referring to the customer perk feature of uploading directly from jsp. (especially given the fact that he was able to go on imgur directly and succeeded in posting pics that way) That's the only time pictures fail to upload, not to confuse that with posting the wrong link and only getting a link instead of an actual image.
I wasn't trying to be rude, however I am direct and don't exactly sugar coat things. No disrespect meant.
