Its a terminology thing.

with fools mod max ed is 300 before jewels, and these weps are typically called "fools"

without fools mod max ed is 450 before jewels, and these weps are typically called "cruels"

likely a carry over from the 1.09 days when a recipe existed to get max 300 ed and 3 os. so they'd be 40ed/15ias jeweled or Eth rune combination to have similar ED but no fools mod.

This isn't the best cruel erep thunder maul on d2r or even close.

for charger it's the best and the highest dmg tm on D2R
