you're unfamiliar with codes? its not 1 & 3 because its a perfect translation, then it would just be a 1 and a 3. the gang has selected iconography, symbols to represent them and their name. they chose cross to represent 1, and skull to represent 3. if i had to make an entirely uneducated guess perhaps cross for 1 to be in line religiously with a 1 all powerful god, and perhaps a skull with eyes, ears, and mouth crossed out for 3 to be in line with their motto of hear no evil, speak no evil, see no evil.

MS13 mostly operates in the americas where they don't need coded tattoos. Gangs in the usa use coded tattoos all the time. Its the difference of having actual authorities who lock people up based on evidence.

The evidence is right on his knuckles, those are an incredibly conspicuous set of symbols that cannot be anything other than a code. The cross is made as a 1, the marijuana and smiley face are already used as known code for MS by other gang members. The skull as a 3 isnt much of a reach considering its the letter=number and shaped with the outline of a 3.

Theres another court document out today showing in 2018 showing his wife's ex husband swore Garcia was a gang member when seeking custody of the kids. The guy being MS13 is pretty undeniable from that many different arrests/detentions and police reports and relations. And considering all that, his tattoos are a thinly veiled code, with no other rational explanation

They had one witness say he was ms13, that guy was a criminal informant, weak testimony, he was with one confirmed ms13 member but it's not really uncommon for people of the same background to hang out.
What is much less common is an ms13 member with no criminal record.
I would wager half the cops on the force in his city had some kind of domestic abuse in their past.
