Here is info from holy freeze:

FRW min(25 + [35 * [ (110*slvl) /(slvl+6) ] / 100] , 60)
IAS min(25 + [35 * [ (110*slvl) / (slvl+6)] / 100] , 60)

I mean regular freeze, from a raven ring in a melee duel or a sc for example.

I wish I could tell you but I can't find any formulas specifically on that but it could be that taking cold damage ( without CoT ) is an immediate 50% slow target on runwalk and IAS. The length of that time is of course determined by freeze length:

I always run cannot be frozen, aside from leap bo barb... so I never really thought about it lol.

I found this in my old text files that I copied from a now dead d2 site... a very... very long time ago...:

3.4 Slowing Effects

Slowing effects, such as Slows Target By X% items, Holy Freeze, and chill from cold attacks, are treated as negative skill based FRW.

Effect FRW Run/Walk Speed Charge Speed Remarks
Chill from a cold attack -50 % -2.00 yards/s -4.50 yards/s -50% effect applies only to players. Monsters have their own values.
Slows Target By X% item -100 % on client
(-X% on server) -4.00 yards/s
(X% x -0.04 yards/s) -9.00 yards/s
(X% x -0.09 yards/s) This ability is bugged. See the notes below.
Holy Freeze aura - Slow % Slow % x -0.04 yards/s Slow % x -0.09 yards/s -
Decrepify curse -50 % -2.00 yards/s -4.50 yards/s -

Checked the ias bp calculator, they got a option where you put holyfreeze or decrepy but not regular freeze when you got hit:

I think it may be 50% slow target. Do 50% slow target on yourself naked, throughh gear, testt your speed... and do the same after with cold damage when under the effect of chill and see if it matches! :3

Chill = 50%
Freeze is not relevant in pvp, its 100% :P

People tend to forget that doom/holy freeze afflicts both SLOW% and Cold damage, aka chill.
So thats 2 individual sourches which will result in 100% slow. Which means a 100% penalty to EIAS.
So when people ignore to use CNBF in svs etc they don't really know what they are doing.
