That game was July 23rd, 2020. As of July 20th, 2020, over half of states had implemented full mandates at Fauci's recommendation.

Further, there was a federal mask mandate as early as April 2020. And at the advice of Fauci, on Biden's first day in office on January 20th, 2021, he mandated masks in all federal buildings and in all crowds on federal lands, with a minimum 6 foot "social distancing".
