You can obtain them by smelting tradings cards, emoticons or backgrounds.

so i seem to have 14 pages of booster packs i unpack them then turn the cards into gems?

Depends, you can most likely get more from the cards. Crap foil cards, backgrounds & emoticons are the ideal way of getting them, but if you are lazy/can't find buyer for cards you can just smelt them. Up to you.
