Can you socket in 4x 24max dmg jewel(lv27 req) in Akaran targe(lv26 req) and still be under lv 30?

yes. it's one of the more common options for things like a zealer or charger for lvl 30. the only time the jewels would put the shield over level is if the item was upped. and since u said 4os thst means it's a white base shield and isn't upped
