That's a chart based on outdated data. Once all the votes were counted, particularly the late-arriving mail ballots on the West Coast, Trump finished 2024 on 77.3m votes while Kamala finished on 75.0m. Likewise, the 2018 and 2022 midterm cycles had unusually high levels of turnout. Turnout has been systematically higher ever since Trump took office for the first time in 2017.
From this higher baseline, the turnout levels seen in 2020 can be explained by expanded mail and absentee ballots, and by people sitting at home with nothing else to do. Turnout as a percentage of the voting-eligigble population stood at 66.6% in 2020 and 63.9% in 2024.
