So they're talking more about how the public will (rightfully) perceive these pardons if Milley, Fauci and their ilk actually apply for clemency. Which they won't have to in the end, because Trump and his DoJ have no actual interest in prosecuting them. Yes, Trump and his team will kick them out the door, remove them from any position of power or influence and put much deserved shade on their reputation and legacy - but they won't try to lock them up.
Generally speaking, I really doubt that Trump has any interest in publicly relitigating the events of 2020/2021, now that he has won comprehensively and the "historic mistake of 2020" has been corrected.
