Los Angeles has grass and chaparral around it, not giant tree forests with underbrush to clean from the "forest floors." If you get rid of the grass and chaparral you have dirt and mud slides. We do send goats up to eat it. But machinery can't get up there.
But the Altadena fire was set by a downed power line owned by a private utility SCE.
It was in a national park which is federally managed not state managed. And the ground around the lines wasn't maintained either which is the responsibility of the private land owner SCE not the state. And the lines were energized until 11PM when the public utilities shut the power to their lines off at 3PM.

Why weren't their forest management programs properly funded?
They only fulfilled around 30% iirc of the forest management obligations.
Those are all things on the state side, not federal.
