so Akaran Targe/Akaran Rondache and Crown shield are the main lvl 30 shields. basically comes down to your build and what works best for you. Akaran Rondache has the best defense and 45% block over the Targes 40% block but 59str req vs 44str required. Crown shield has the least def but is 50str req and the highest block chance at 52%

not much value anymore. most that look for prebuff helms want battle command on them aswell and ideally shout aswell or if there going with it as a main helm instead of prebuff they look for high life and 2os on them aswell as the +5BO

if Uta magic and gets 2os it could be nice. if it's only 1os keep in mind White wands are always a really cheap option people go for
