My gist is essentially all 3: it was started by arsonists, the fire was very bad because of extremely unfavorable environmental conditions, and it got out of control due to poor planning and leadership.
It's also very possible this is a Luigi situation with coordinated arsons given this is a neighborhood of the extremely wealthy
I have no idea about the initial fire, let’s say it was accidental, but in time of chaos, you have the worst people coming to loot, to cause destruction, smash windows, etc. Wouldn’t be surprised if arson happened in other locations later subsequently making situation way worse.
I see. Well poor fire management and planning will greatly exacerbate this irrespective of whether it's arson, accidental negligence, or complications due to climate change. Truthfully, I think California wildfires are a clear and blatant nexus for terrorism, given the ease with which they can be started compared to the height of the damage. All a foreign adversary would need to do is to coordinate multiple fires started at the same time across the state and you'd quickly have a massive pay off with little resources needed.
