Char level is vital in crafting.

Now I’m guessing you’re asking specifically about a chance to roll +2skill/20fcr?

The easiest way is still gamble and craft with lvl 92, yes.

Tz has changed things slightly because of level increase but not enough to rewrite crafting in general.

Gambling amys at 92 their ilvl range from 87 to 96.
88+ you’re ok
But 1/10 of those amys will be ilvl 87

Craft formula use integer numbers rounded down.
Final ilvl = int(clvl/2)+int(ilvl/2)
So…
int(87/2)+int(92/2) = 43+46 = 89
You need 90

So when gambling amys, need clvl 93.

When using amys from TZ, clvl 90 is fine.
int(90/2)+int(92/2)=91
If you were clvl 89?
int(89/2)+int(91/2)=89

I’ve seen a few guides that are still wrong, cuz they don’t use the integers rounded down.
