When you are using something like grief or edc along with highlords, base AR > vis

2) okay, lets say that some wacko did want to use it for pvm or something.

a ) with visio + HL + edc --> AR is around ~13133 prebuff --> ~13,422 afte using CTA
b ) with your circlet + HL + edc --> AR at is around ~11368 prebuff --> ~11,618 after using CTA

assuming that the character is level 99 has a full inventory of melee sc charms.

no. your 114ar +16dex is not better. still missing around 1800ar.
