Just order the parts and put one together, its super simple.
You don't need a licence for windows 10/11 pro it just won't let you change the home screen easily.
Seems like most the money for this pc you are looking at is on the case, I'm going to assume you mistyped 4gb vram on the GPU because that has been way too little for the last 8 years.

The build/price is mostly fine, however we do not know the quality of the PSU, ram speed, case ventilation etc etc
