Previous years yes? But.moving forward and as of today there's a gap between hock and Goedert. With hiis injuries, and drop off in production there's absolutely no chance he's a top 5 tight end.

I'd say moving forward he barely a top 10. Outside of the 1 game agnst the saints he's hasn't been really relevant. With the consolidation of targets as well all going to brown or Smith, Goedert isn't as good or useful in the offence as he use to be.
Even with games with either wr out, he hasn't done much. Last year was his regression and it continued into this year. Still a solid vet but has no barring on the teams sucess at this point in his career.
You're looking at it from a fantasy perspective
In terms of ability Goedert is still up there. He just doesn't get featured, because he's on a loaded run heavy offense with Barkley and then two heavily paid star WR's. We've seen what he can do when the other weapons are out injured, aka the Saints game where he went OFF and carried them in the receiving game with AJ and DeVonta out. He got 11 targets in that Saints game....he's usually like half that at most because WR's eat most of the targets.
You put Goedert on a team that isn't as loaded offensively where he would get more looks and he'd put up huge numbers. There's a reason he grades out top 5 every year though despite not putting up big raw fantasy stats, because he's still a beast and he is an elite blocker too.
