you'd have to check the AH or people spamming in trade for current prices. The market is really unstable due to the fact it's still a very new game. It might go up or down in the future.

AH is only in Prontera or Alberta. The cape has no stats in particular but it has a socket which is essentially +5 to any stat you want with a rune.
