There's usually about 250 people on, ET parties, Abbey parties all the time (and really easy to start) but it need more players for competetive WOE.
110/110/50 rates, max lvl 150/70 for third job, 99/70 for trans. The party lvl range is 30, so its quite easy to get into parties/get power-leveled if you want.
