It's not steam only, I bought mine off the rift website.

And as soon as you get to a location with a mailbox you have your mount.

I got it since it was only 10dollars more, the mount is really ugly so you end up getting a new one anyway but it helps a bit until lvl 10 or so (when you can afford a new one).

Not really anything special, but then again its only 10$
