When the rift patcher come up and after u put in your user name and password on the bottom right hanf corner there is a button that says recover. It will re-install the files and replace any bad ones. Try that and see if that helps if u haven't done so already.

What do you mean by that? Rift tells me I have a ping of about 62 ms usually, with WoW its typically around 100-200

Never have a problem with download speeds or anything. I need to find a way to rollback the video driver thing I just did because I think driversweeper removed more than it should have

just go to the ATI website and download new drivers.

Ping is not an indication of a good connection , simply the latency! (you can for example get a virus who sendt out a million spam mails a day , and still keep 30-50ms ping , but with only 0.5% of the speed remaining)
go to speedtest.net and go check.

Yeah I have the newest driver, however it seems to be working worse than the old one did.
