Depends, for me.... I like PvP so I tried out TearFall.
It's like Briarcliff (also another PvP server) but its population rides on High instead of Full...
Even if TearFall is "full" the ques are at least 2-3 minutes unless you're #236 which is about a 32 minute wait.
You don't need to worry about ques for "Warfronts" (battlegrounds/scenarios) because they are cross-server warfronts.
